This report, "Skills Toward 2020", was submitted to me by a high level national taskforce, with representatives from many departments. This inter-departmental taskforce was asked for recommendations on: (1) reforming our present system for Senior Secondary Vocational Education; and (2) how such reformed system could fit into a, to be developed, National System for Vocational and Training. Recognizing the difficulty of the assignment, I would like to express my most sincere appreciation for the work done by the taskforce.
